The Global Alliance for Pumped Storage (GAPS) will advance the deployment of pumped storage hydropower (PSH), the essential element to supporting renewable energy and ensuring energy security in an era of rapid transition to wind and solar power.
Launched at COP29 in Baku, Azerbaijan, IHA has brought together an alliance of over 50 governments and international agencies including Australia, Brazil, Canada, the European Commission, India, Indonesia, Philippines, Spain, United Kingdom, the United States, IRENA, IEA, IFC, World Bank, and many others. The group will look at the state of pumped storage globally and identify the opportunities for development. This group is committed to paving the way for policies and practices that allow for pumped storage development on a global scale.
The intergovernmental leadership group is dedicated to promoting and scaling PSH globally. GAPS will oversee the programme, messages, and actions to emerge from the International Forum on Pumped Storage Hydropower in September 2025 and determine the work that will be required to super-charge pumped storage development in the next decade.
